Description

Multi-Department Only
If employee is assigned to multiple departments and the above hierarchy levels is single:

Wallet should deduct from the next level up (e.g., Region Unit).
Multi-Department + Multi-Region Unit

If both department and region unit are multi:
Wallet should deduct from Region.

Multi-Region + Multi-Branch
If region and branch are multi:
Wallet should deduct from Branch Unit.

No hierarchy with single sector
If all hierarchy levels (branch,region, region unit, department) are multi:
Wallet should deduct from the highest hierarchy (Branch).
